Scottsdale buying guide · 12 / 20
A condo kitchen can look like a compact cabinet project while depending on decisions outside the room. The useful first question is: what can you change, and who must confirm it? For a Scottsdale condominium, build an address-specific approval file before releasing a cabinet or appliance order. That file helps the designer price a buildable plan and gives you a stronger basis for evaluating HIBC Gold membership.

No payment or membership is required to make a request. HIBC is a buying program, not a remodeling contractor.
Start with the unit and the building's current rules
Gather the unit's current alteration requirements from the association or its authorized manager. Ask which documents govern the proposed work, what requires review, and who can give written answers. Do not use another owner's renovation as proof that your plan is permitted. Their layout, work scope, approval date or building conditions may differ.
Describe what you intend to retain, remove and relocate. Attach a marked plan rather than relying on a phrase such as 'kitchen refresh.' Ask about work hours, contractor registration, deliveries and protection of common areas where relevant. Treat these as property-specific questions; this guide does not claim every Scottsdale condominium has the same rules or fees.
Keep association and city decisions separate
Scottsdale's home-improvement guidance notes that CC&Rs may regulate work independently of city requirements. Create separate entries for association review and municipal review. Record the exact scope covered by each response, any conditions, and the date. One answer should not be used as a substitute for the other.
First confirm that the property is within Scottsdale's jurisdiction. Then ask the applicable permitting authority which pathway fits the unit and work. Do not select a single-family permit process solely because you found it in a kitchen search. If a revision changes the approved scope, ask whether the relevant reviewer must see the updated plan before work or ordering proceeds.

Bring shared-system questions to the right professional
Mark every proposed change involving water, drainage, electrical service, ventilation or a shared wall. Ask the qualified project professional which systems serve only the unit and which may affect others. Keep an unresolved condition visible in the buying brief. A drawing that shows a sink in a new location does not by itself establish that the relocation is feasible.
Before choosing an appliance or hood, request the exact installation requirements and have them assessed against the proposed connection and ventilation route. Ask whether access to another area, a planned shutdown, additional drawings or association permission is needed. Do not purchase around an assumed connection and expect the construction team to make it work later.
Treat an exterior change as its own question
A vent route or other proposal that affects the building exterior deserves early attention. The city's Development Review Minor guidance identifies exterior changes to condominium, attached and multifamily developments as requiring development review. Ask city staff which review applies to your actual proposal; this is not an approval of any specific installation.
Make an alternate plan if the preferred approach remains unresolved. Compare the alternative's function, cabinet implications and complete cost with your designer and contractor. A conditional alternative gives you a useful decision while preserving the ability to wait. Avoid calling either option final until the technical and approval questions affecting it are settled.
Make delivery readiness part of the buying decision
Ask the receiving party to confirm the route from the delivery vehicle to the unit, including any elevator, corridor or stair constraints. Establish who reserves access, protects common areas, checks packages and handles a missed delivery. Compare packaging dimensions and handling requirements with the actual route; product dimensions alone may not answer the question.
Use the completed approval file to request a more useful materials quote. Gold may fit a defined condo kitchen purchase, but membership does not approve building alterations or arrange construction management. If approval, access or a shared-system constraint is still open, continue the design and quote discussion without treating the affected products as ready to order. A better buying process protects your options as well as your budget.

Questions before your next step.
Does replacing cabinets always require condo approval?
Check the current documents for your building and the exact scope with the association and appropriate city authority. Avoid a blanket answer: accompanying electrical, plumbing or exterior work can change the review questions.
Does HIBC membership include HOA or city approval?
No approval should be assumed from membership. Assign those responsibilities to the appropriate owner, association contact and project professionals, and confirm the scope of any separate services in writing.
