Write two scopes if you are considering two layouts
One option might retain the existing walls and appliances; another might add an island or change the kitchen opening. Put each option on its own sketch and product list. That makes the added construction work visible before an attractive rendering becomes an assumed budget.
Photograph the current room and collect appliance specification sheets. Have your installer verify cabinet openings and clearances, and ask a qualified professional to evaluate any structural or utility changes.
Identify existing fixtures and anything being added.
Label wall, exterior opening and framing changes.
Keep a list of unresolved technical questions.
No-plan eligibility is a specific category, not a shortcut
San Diego’s Information Bulletin 203 describes eligible kitchen remodels in R-2 or R-3 residential buildings without changes to structural elements, wall framing or exterior walls and without added plumbing fixtures. Buildings must have been legally permitted, constructed and passed final inspections. Historical review can still apply.
Ask your project professional to confirm all conditions and the appropriate permit route. This bulletin is for the City of San Diego, not Chula Vista, Carlsbad or every county address. A no-plan permit does not mean that measurements, code compliance or inspections can be skipped.

Does a no-plan permit mean I can order from rough measurements?
No. Permit classification and product accuracy are different issues. Your installer still needs to verify dimensions, appliance requirements and site conditions before products are ordered. The city decides whether the work qualifies for its no-plan route.

Requesting an initial kitchen review is free and does not enroll you. Gold membership is a separate purchase: $4,995 initial enrollment includes Year 1, with $495 annual continuation beginning in Year 2 under the checkout terms. Detailed complimentary kitchen design is a Gold membership benefit. Include membership when comparing complete project costs.
