No. The city determines eligibility using the property and complete work scope. HIBC’s initial online review concerns your buying and planning questions; it is not a permit review or an approval-time guarantee.

Requesting an initial kitchen review is free and does not enroll you. Gold membership is a separate purchase: $4,995 initial enrollment includes Year 1, with $495 annual continuation beginning in Year 2 under the checkout terms. Detailed complimentary kitchen design is a Gold membership benefit. Include membership when comparing complete project costs.
