Sacramento kitchen scope: use the remodel questionnaire

Turn Sacramento's remodel questions into a clearer cabinet order

“Replace the kitchen” leaves too much open for a reliable purchase. It can mean new cabinets in the same positions, a relocated sink, a different appliance arrangement or work on walls and services. Before comparing cabinet prices, write down which of those changes your project actually includes.

The City of Sacramento publishes a useful starting point: its Residential Interior (Non-Structural) Remodel Questionnaire. Its kitchen section distinguishes cabinet/counter replacement from plumbing fixtures, lighting, appliances, repiping and rewiring. Several replacement questions separately ask whether the item moves. That distinction is valuable when reconciling a purchase list with a contractor's work description.

The linked PDF shows a January 1, 2023 revision date. Confirm the current form and applicable submission requirements with the City before using it for a permit application. This guide concerns City of Sacramento projects; Roseville, Folsom and other communities have separate authorities. The worksheet below organizes your questions and does not complete, sign or approve the City's form.

Make one record for each kitchen item

Create a simple document with six fields: item, present location, proposed location, selected model or specification, responsible provider, and unresolved question. Put “not yet decided” where a choice remains open. A blank does not communicate whether the item stays, changes or has been forgotten.

  • Cabinets and counters: identify which runs remain and which are replaced, including islands, pantry units and finished panels.
  • Sink and related fixtures: distinguish a product replacement from a proposed location change. Record the exact sink model when selected.
  • Lighting: list the intended fixtures and their proposed positions so the appropriate trade can review the scope.
  • Appliances: list each appliance separately, with its model and any proposed move.
  • Walls and services: identify proposed changes for the project professional to evaluate rather than describing them as incidental cabinet work.

Keep photographs of the current room with the record. Number them by wall or zone and identify the location shown. This makes a question such as “does the sink stay here?” easier to answer consistently across a remote design discussion, an installer visit and a written estimate.

Trace a sink change to find missing scope

Suppose you are considering a new sink while keeping its general position. Your worksheet should still identify the selected basin, cabinet opening and faucet choice. Ask the appropriate providers to confirm fit and installation requirements. Record who supplies the sink, who confirms its compatibility with the cabinet and countertop, and who handles the plumbing work.

If the proposal changes to moving the sink into an island, start a new revision. Update the proposed-location field, cabinet drawing and trade questions together. Have the responsible professional determine how that change affects the submission and construction scope. The earlier price for an unchanged location should remain identifiable as an earlier assumption.

This example supplies a method, not answers for your property. Actual form responses must describe the work you intend to undertake and be reviewed by the person responsible for the application.

Match every checked scope item to the estimate

After the project team has described the work, compare it line by line with each proposal. If appliance replacement appears in the scope, find the matching product and installation entries. If the estimate excludes an item, name the provider who will handle it. An exclusion is manageable when someone owns it; an unassigned exclusion can become a gap on installation day.

Ask for separate identification of products, removal, delivery, installation, trade connections and finish repairs where those services apply. Do not treat the cabinet supplier's total as the total remodel budget. Equally, do not assume a broad contractor allowance includes the exact products you have selected.

The kitchen remodel scope worksheet helps organize the whole project. Attach your Sacramento item record so the estimate's assumptions remain visible as selections become more specific.

Escalate structural or exterior changes before purchasing around them

The City's questionnaire states that proposed structural modifications require electronic plans for review before permit issuance, and proposed exterior modifications require Planning approval. Do not use the non-structural form's title to classify an uncertain wall or exterior change yourself. Ask the responsible professional and the City how the actual proposal should be handled.

For buying purposes, identify the cabinets that depend on that answer. A wall opening could affect the width of a run; an exterior change could affect the arrangement beside an opening. Keep affected dimensions provisional until the appropriate project decisions are settled. Continue comparing finishes or requesting clearly qualified prices for the remaining scope.

Finish with an order reconciliation, not another general mood board

Before releasing an order, compare the latest item record, room measurements, cabinet drawing and appliance schedule. Check which version each provider has. Confirm that model substitutions and location changes have reached everyone whose work depends on them.

Ask the supplier to show the exact quantities and specifications that will be ordered, including panels, fillers, trim and accessories. Record change deadlines, receiving arrangements and any storage or redelivery terms. Keep an accepted order copy rather than relying on the last email in a long conversation.

Your next useful step may be one unresolved question: whether the dishwasher moves, who measures for the new sink, or which proposal includes lighting work. Bring that question and the current item list to a review. For broader planning context, return to the Sacramento kitchen design guide.
