Does a permit application mean I can start construction?

No. Columbus states that required reviews precede permit issuance and the start of work. Your contractor and building authority should confirm the project’s actual status. HIBC’s buying review and a product quote are separate from that approval.

Gold membership is a separate purchase: $4,995 initial enrollment includes Year 1, with $495 annual continuation beginning in Year 2 under the checkout terms.
